hi all,

I'd like to discuss recommending that BBC_Goofy be appointed temporary Events Manager until such time as Pop returns. Goofy worked with Pop as his offsider until he became unwell and is always around to help with events both for the USAAC and ANZAAC communities.

FYI ....
He has also been appointed XO of BBC

DRAFT USAAC CHARTER.
Section I
General Structure
1__ All pilots that have joined this USA Organization must be represented. All pilots should elect
or otherwise appoint a 'voice' on the USAAC Group Leaders. The USAAC Group Leaders will be
composed of ONE 'squad' appointed voice from each USAAC registered squads. The squad
appointed voice speaks with full authority for a given squad and confirmation of such must be
publicly posted in the appropriate section of the USAAC Forums and signed by the CO of that
given squad.
2__ Each Squad can elect or appoint a 'voice' as their squads rules and internal structure allows.
USAAC does not dictate, oversee or otherwise influence that process.
2a_ Each pilot of a given registered USAAC Squad yields or grants 'rights' to their said voice by
virtue of membership within said squad so long as they fly for or are registered as a squad pilot or
use of said squad's call sign/tag. Pilots that wish to revoke said 'voice' need to resign from a
given squad, join another squad or become an "independent' pilot (no USAAC official squad
affiliation). Official Squad membership is determined by the airattack-central.org squad list and
USAAC Squad member roll. (Squad Member Roll at this time is the airattack-central.org squad
pilot listing and shall be considered "official" until such time as the Group Leaders determines
otherwise).
2b_ Each Group Leaders 'voice' is granted ONE vote on the Group Leaders.
3__ The USAAC Group Leaders will elect or confirm a "Manager" to represent the USAAC pilots
for all matters external to USAAC and within the body of 'powers that be' in the airattackcentral.
org and Ketsujin Studios (owners/providers Air Attack). USAAC Group Leaders grants
'voice' to the USAAC Manager to act in accordance with the best interest and wishes of the
USAAC Group Leaders and the general Pilot Body of USAAC. The USAAC Manager is
authorized to 'act' for the USAAC in all matters.
3a_ The USAAC Group Leaders will have all powers and right to change, amend, and other wise
vote on all matters concerning: by-laws, laws, amendments, rules, discipline and changes to any
official USAAC documents and Legals. Votes must be 3/4 Group Leaders approval for passage.
4__ USAAC Manager is the 'voice' of the Independent Pilots (no squad) and is granted the power
to cast 1 vote for the Pilot Body. USAAC Manager is herein referred to as the "Manager"
4a_ Term of Office. The USAAC Manager shall be elected twice yearly. Once a year election by
formal Group Leaders and Pilot Body vote (to be determined by poll and methods at latter time).
Second yearly by a vote of 'confidence' by the Group Leaders and pilot body.
4b_ USAAC Group Leaders Manager is authorized to raise funds for USAAC expenses. All such
funds to be documented, controlled and reported by the USAAC Manager.
4c_ Appointee's. The Manager is authorized to appoint person or persons as Deputies to assist
the Manager withl duties such as Financial Secretary, Good Will Ambassador's, etc. All
Appointee's must be approved by the Group Leaders in full (no dissenting voice). The Manager
shall be held directly responsible for all actions carried out by "appointees". Appointees do NOT
have the authority at any time to use Manager Authority/Powers.
Section II
USAAC Group Leaders
1__ USAAC Group Leaders (UGL) shall conduct all Sessions in public. Meetings, discussions,
voting in public with proper notice to the general Pilot Body is required for any official Group
Leaders actions.
1a_ Group Leaders shall have no 'back room', private, or non-public meetings to determine "rules
and laws".
1b_ Gen Pilot Body should have free access to all Group Leaders Sessions.
1c_ Gen Pilot Body must be given appropriate floor time to be heard by the Group Leaders for all
matters.
1d_ Group Leaders Sessions must not exceed One Hour. All business not concluded within One
Hour must be held over until the next publicly scheduled Session. Public voice/floor time may
extend the One hour limit providing at least 3/4 of the Group Leaders remains to hear inputs.
Exception: Group Leaders may extend One hour limit providing a 100% Group Leaders vote is
cast to extend said session.
2__ Group Leaders Agenda. Group Leaders cannot vote, rule or otherwise pass or amend
documents without Public notice on Agenda 7 days in advance. Public Notice must be posted on
the USAAC Forums in the appropriate sections in full public view without restriction of view or
reply/input/dissenting voice.
3__ Group Leaders may use email and other forms of communication for 'discussions' of matters
for intellectual exchanges and debate, but may not vote in or give 'voice' in such media. Voice
and vote can only be executed during scheduled public Group Leaders sessions.
Section III
Website, Game Services, Expenses, ETC.
1__ USAAC Group Leaders must maintain an Internet related website or media the general pilot
Body can access without discriminations or hardships.
2__ USAAC Group Leaders is authorized to appoint or otherwise designate Departmental Offices
and Leaders such as and not limited to: League Manager, Events Manager, Webmasters,
Postmasters, Forums Manager, etc. Terms and Removals of such Departmental Managers is at
the discretion of the Group Leaders. Voting shall be governed in the same manner as passage of
laws, amendments, etc, that is a 3/4 vote to pass a motion.

Section V
Changes and Ammendments
Changes:
Board of Director”s Directive: Replace term "President" with term "Director".
Ammendments
Friday July 27, 2007: This charter adopted and approved by the USAAC Board of Directors.
Changes: Replaced the terms “BoD” and “Board of Directors” With USAAC Group Leaders
(UGL).
Changes: Replaced the term “Director” with “Manager”.
CHANGES MADE JANUARY 5, 2009 ( Pending approval of the USAAC Group Leaders)

i wanted to know that u guys made me Temp. Fun event Manager for USAAC
if so i want hear the BoD Recording on friday so that i may confirmed

Saxs told me About the BoD on Friday
